Because the cone is widest at the surface and narrows as it goes deeper, and because your boat is moving while the fish sits still or moves independently, the fish doesn't stay in the same spot inside that cone for long. It enters on one edge of the cone, passes closer to the center as your boat moves overhead, and exits on the far edge.
That's the whole secret to the arch shape. As the fish enters the edge of the cone, the sound wave has to travel a longer path to reach it and bounce back, so the fish reads as deeper and the echo is weak, a thin line.
